Can I create a manual run without a test plan?

Yes. A test plan is only one of four ways to fill a run - you can start a run with no tests at all and add them later.

  1. Go to the ‘Runs’ page and click ‘Manual Run’.
  2. Select the ‘Without tests’ option instead of ‘Test plan’.
  3. Set a title, assignees, or RunGroup if needed, then launch.
  4. Add tests later from the ‘Tests’ page: select the tests or suites, click the ‘Extra menu’, and choose ‘Add to Run’.

If you don’t want a plan but do want tests up front, use ‘All tests’ to include every manual test in the project, or ‘Select tests’ to pick them from the tree. These options are mutually exclusive - choose one per run.
